Agreement on Shenzhen River to alleviate threat of flooding

The Government of the Hong Kong Special Administrative Region (HKSAR) and the Shenzhen Municipal Government (SMG) today (November 21) signed an entrustment agreement on the third river improvement contract of the Stage III of the Shenzhen River Regulation Project. This was part of their joint efforts to alleviate the threat of flooding in north and north-east of the New Territories and Shenzhen.

The agreement was signed in Hong Kong by the Deputy Secretary for the Environment, Transport and Works, Mr Chan Wing-sang, and the Director of Shenzhen Water Resources Bureau of the Shenzhen Municipal Government, Mr Huang Tian-yuan.

The contract, entitled Regulation of Shenzhen River, Stage III Phase II Contract C, is the third and the last river improvement contract awarded for the project. The first two were awarded in December 2001 and July 2002 respectively.

The works involve the realigning, widening and deepening of the Shenzhen River between Man Kam To and Lo Shue Ling to reduce the risk of flooding on both sides of the river. Two Dongjiang watermains, 2 metres in diameter, will also be reconstructed.

The total cost of construction and management of the contract, to be shared equally between the Government of the HKSAR and the SMG, is about HK$164 million. The works will be wholly entrusted to the SMG and will start in December this year for completion in early 2006.

A joint working group with representatives from both sides has agreed on the detailed arrangements for financial control, payment procedures, site security, and construction and environmental management in relation to the works.
