Voluntary Subcontractor Registration Scheme launched

The following is issued on behalf of the Provisional Construction Industry Co-ordination Board:

The Provisional Construction Industry Co-ordination Board (PCICB) will launch phase one of the Voluntary Subcontractor Registration Scheme (VSRS) on November 26, 2003.

This was announced by the Chairman of the Working Group on  Management of Subcontracting under the PCICB, Mr Russell Black, in a press briefing today (November 24).

"The scheme aims to build up a pool of capable and responsible subcontractors with specialised skills and a high standard of professional ethnics," said Mr Black.

The first phase of the VSRS, which comprises a Primary Register with relatively accommodating entry requirements, is designed to cater for 41 trades covering common structural, civil, finishing as well as electrical and mechanical works.

In order to avoid causing any undue hardship to subcontractors operating in the trade, any of them who have completed at least one job within the last five years, or have acquired comparable experience will be eligible to register. Those who are currently listed on relevant government registration schemes will also be allowed to join the VSRS.

All major client organisations and prominent trade associations have agreed to back up the VSRS.  Some client organisations will impose  contractual requirements to engage registered subcontractors, whereas others will grant credits in the contractor selection process to show their support to the scheme.

The registered subcontractors will enjoy enhanced recognition and visibility since their company names will be posted on a new website accessible to key industry stakeholders. They will also be invited to participate in future activities organised by the PCICB to upgrade their technical and management skills. 

Mr Black explained that whilst subcontracting was a flexible means to cope with undulating workload during different stages of the project cycle, improved supervision and strengthened self-regulation were necessary to safeguard construction quality. 

"Regulatory actions, including suspension or revocation of the registered status, will be taken against serious misconducts such as convicted cases involving corruption or wage arrears," he stressed.

"In light of response and feedback received from the industry, we will draw up plans to roll out phase two of the VSRS and review the need for mandatory registration" he added.
