The Electrical and Mechanical Services Department (EMSD) served a written notice to Shineford Engineering Limited today (September 30) to cancel its registration as a registered lift contractor and registered escalator contractor. The cancellation will take effect from October 16 this year and the name of Shineford will be removed from the Register of Lift Contractors and the Register of Escalator Contractors.
Subsequent to the lift incident at 480 King's Road, North Point, in March this year, the Director of the EMSD, as the Registrar under the Lifts and Escalators Ordinance (Cap. 618), exercised the power delegated by the Ordinance to suspend the registration of Shineford as a registered lift contractor for six months from May 1. To ensure Shineford has adequate preparation to resume the duties and can continue to fulfil the registration requirements, the EMSD started carrying out audits on Shineford in August. During the audits, the EMSD found that Shineford did not have adequate resources to carry out the duties of a registered lift and escalator contractor. Meanwhile, the EMSD received a written request from Shineford for cancellation of its registration. After considering all the related information, the Registrar decided to cancel its registration.
An EMSD spokesman said, "The department monitors closely the performance of registered contractors and takes regulatory actions as appropriate. If there is any contravention of the Ordinance, the department will enforce the law to ensure lift and escalator safety."
