Cargo clearance facilities at Heung Yuen Wai Boundary Control Point to open on August 26 (with photos)

The Government today (August 21) announced that the Heung Yuen Wai (HYW) Boundary Control Point (BCP) will be commissioned on August 26. In view of the COVID-19 epidemic, both Guangdong and Hong Kong have agreed to open first the cargo clearance facilities for use by cross-boundary goods vehicles.  

"The opening ceremony for the new BCP will be held at Liantang Port in Shenzhen in the morning of August 26, while the cargo clearance facilities will open for cross-boundary goods vehicles from 4pm that day," a Government spokesman said. In view of the development of the epidemic, the new BCP will not be opened at this stage for Guangdong-Hong Kong cross-boundary private cars, cross-boundary coaches and cross-boundary hire cars under the regular quota, as well as passenger clearance services in order to reduce the flow of people between the Mainland and Hong Kong.
      
The Liantang Port/Heung Yuen Wai Boundary Control Point is the seventh land-based control point at the Hong Kong-Shenzhen boundary. It is named HYW BCP in Hong Kong and Liantang Port in Shenzhen. At the initial stage of the commissioning of the HYW BCP, its operating hours for cargo clearance will be 7am to 10pm daily, which are in line with those of the adjacent Man Kam To and Sha Tau Kok BCPs.

The spokesman said that the HYW BCP in Hong Kong is connected to the Heung Yuen Wai Highway, which was completed and opened last year, while the Liantang Port is connected to the Shenzhen Eastern Corridor. Currently, cross-boundary goods vehicles going to the eastern part of Shenzhen and eastern Guangdong generally travel through busy local roads in Hong Kong and Shenzhen via the existing boundary control points at Lok Ma Chau, Man Kam To and Sha Tau Kok. The commissioning of the new BCP will shorten the travelling time between Hong Kong, the eastern part of Shenzhen and eastern Guangdong, and can relieve the existing cross-boundary freight traffic, which will facilitate the smooth and efficient operation of cross-boundary logistics.
      
Cross-boundary goods vehicles can continue to use the existing land-based BCPs or use the HYW BCP with their existing valid Mainland approval documents and Closed Road Permits issued in Hong Kong. The Road Cargo System now operating at all land boundary control points will also provide cargo customs clearance services at the HYW BCP. Moreover, specimen-taking services for nucleic acid tests will be provided to cross-boundary goods vehicle drivers on-site within Liantang Port area in Shenzhen.
      
The routing for customs clearance on goods vehicles at the HYW BCP and the driving guides are available on the websites of the Customs and Excise Department and the Transport Department, as well as the all-in-one mobile application "HKeMobility".
