Updated lists of public facilities in private developments released

The Lands Department and Buildings Department have today (July 31) released the updated lists of private developments which are required under land leases or deeds of dedication to provide and manage various public facilities, such as open spaces, pedestrian passages and walkways, footbridges and car parks.

The previous list released in December last year included the private developments completed in or after 1987. The updated list now released by the Lands Department includes 143 additional private developments which are required under land leases to provide various public facilities, the majority of which were completed in the early 1980s.  The total number of private developments with such facilities is 593. The Buildings Department's list now contains 323 developments, including an addition of three developments.

In line with the previous practice, a separate list of open spaces in these private developments available for public use is provided for public reference. This latest update has included nine additional private developments with open spaces available for public use, many of which were completed in the early 1980s.  They are respectively located in North Point, Sham Shui Po, Tuen Mun, Sha Tin, Kwai Chung and Tung Chung.  Together with this latest release, there are now throughout the territory a total of 52 private developments which are required under land leases to provide 56 open spaces for public use.  A location plan and photos in respect of each of these 52 developments with open spaces are made available for public reference.

The above lists are available from the websites of the Development Bureau (https://www.devb.gov.hk/), Lands Department (www.landsd.gov.hk) and Buildings Department (www.bd.gov.hk).

"This is the fourth batch of information on private developments with public facilities we have released since March 2008.  We have devoted considerable resources and made our best endeavours to compile the lists.  The release of the information was intended to enhance transparency and facilitate public accessibility to those public facilities." a spokesman for the Development Bureau said.

Further to the release of this fourth batch of information, the Lands Department and Building Department will update their lists from time to time and include new private developments when their Certificates of Compliance (for cases required under leases) or Occupation Permits (for deeds of dedication cases) are issued.

Following previous practice, the Lands Department and Buildings Department have written to concerned owners, owners' corporations or management companies of those private developments to remind them of their obligations under land leases or deeds of dedication in respect of these public facilities.  The Lands Department and Building Department will also take follow-up action for individual cases to ensure compliance with the lease or deed of dedication.

The Lands Department and Buildings Department will continue to conduct checks on these public facilities in private development to ensure compliance with the relevant requirements and follow up on complaints received.  To date, Lands Department and Buildings Department have received a total of 237 enquiries and 52 complaints, all of which are acted upon promptly.
