The Chief Executive, Mr C Y Leung, announced today (February 13) that the Central People's Government had approved his recommendation to appoint Mr Eric Ma as Secretary for Development and Mr Stephen Sui as Secretary for Labour and Welfare.
Brief biographical notes on the two newly-appointed officials are set out below:
Mr Eric Ma

Aged 53, Mr Ma holds a Bachelor of Science (Engineering) degree from the University of Hong Kong and a Master Degree of Engineering Science in Transportation from Monash University, Australia. Mr Ma has over 30 years' experience in the construction industry. He held senior positions in a number of large consulting firms and contributed to the planning and implementation of various development projects in Hong Kong. He is a fellow member of professional bodies including the Hong Kong Institution of Engineers, the Chartered Institution of Highways and Transportation, and the Institution of Structural Engineers, United Kingdom. He also served as Hong Kong Branch Chairman of the Chartered Institution of Highways and Transportation.
Mr Ma was appointed Under Secretary for Development in January 2014.
Mr Stephen Sui

Aged 60, Mr Sui joined the Hong Kong Government in July 1978 after graduation from the University of Hong Kong as Executive Officer and served in various bureaux and departments including the former Music Administrator's Office, the former City and New Territories Administration, the Land Registry, the former Urban Services Department, the Civil Service Bureau and the Department of Justice.
Mr Sui had been the Commissioner for Rehabilitation since February 2008, responsible for the overall co-ordination of the rehabilitation policies and initiatives for persons with disabilities. He took up the post of Under Secretary for Labour and Welfare in August 2014.
