- To assist Secretary for Development (SDEV) in steering the transformation of Kowloon East into an attractive, alternative Central Business District
- To assist SDEV in formulating policies in regard to increasing land supply initiative, procurement strategy, slope safety, lift safety, flood prevention, water supply, greening, landscape, tree management and the delivery of the Public Works Programme; and to ensure the efficient implementation of such policies
- To assist SDEV in securing support of the public and Legislative Council (LegCo); and in dealing with LegCo businesses
- To housekeep Architectural Services Department, Civil Engineering and Development Department, Drainage Services Department, Electrical and Mechanical Services Department and Water Supplies Department
- To provide strategic input to directorate succession planning and leadership development in respect of Works group of departments and to steer and implement re-organisation plans where necessary
- To serve as Controlling Officer for resources allocated to Works Branch and to ensure their proper deployment
- To oversee liaison with the construction industry, in particular in regard to co-operation with the Construction Industry Council and the Construction Workers Registration Authority
- To explore opportunities for co-operation between stakeholders of the local construction industry and their Mainland counterparts and to promote local professional services outside Hong Kong
- To assist SDEV in formulating policies in regard to development-related heritage conservation so as to enable a close interface between development and heritage conservation

- To assist Deputy Secretary (Works) 1 in the implementation and monitoring of policies on heritage conservation and to devise and take forward new initiatives on heritage conservation, including but not limited to -
(a) |
implementation of the "Revitalising Historic Buildings Through Partnership Scheme"; |

implementation of the heritage impact assessment mechanism for new capital works projects; |
(c) |
devising economic incentives for conservation of privately-owned historic buildings; |
(d) |
extending financial assistance on maintenance to privately-owned graded historic buildings; and |
(e) |
taking forward heritage conservation and revitalisation projects. |
- To serve as the focal point of contact on heritage conservation matters both locally and overseas
- To spearhead the engagement of stakeholders and the public in the implementation of heritage conservation initiatives and to liaise with concerned organisations on related matters

- To assist C for H in taking forward the "Revitalising Historic Buildings Through Partnership Scheme" including -
(a) |
overseeing the operation of the Scheme Secretariat; |
(b) |
examining proposals from applicants and making recommendations to the Advisory Committee on Revitalisation of Historic Buildings; |
(c) |
drafting agreements on tenancy and other administrative arrangements; |
(d) |
handling applications for grants; |
(e) |
overseeing the operation of successful applications and ensuring compliance of tenancy and other conditions; |
(f) |
monitoring the physical conditions of the historic buildings through regular inspection; and |
(g) |
conducting publicity activities. |

- To liaise with and provide support to the operation of the statutory Construction Industry Council (CIC) and to act as the focal point of liaison between the Government and the CIC
- To formulate and implement construction manpower resource policies, including spearheading with the CIC and other relevant training institutions the efforts to further develop progression pathways for skilled workers to upgrade their skill, and academic and professional level, overseeing the relevant manpower forecasts for construction skilled workers, supervisors, technicians and professionals, promoting the youthful, professional and vibrant image of the industry thus attracting more new talents to the industry as well as providing policy support to the CIC in its provision of training and support for manpower development in response to industry demands
- To oversee the implementation of the construction workers registration system by the CIC and provide support to the relevant boards
- To provide policy support to the implementation of the Construction Innovation and Technology Fund (CITF) by the CIC and oversee the operation of the CITF
- To oversee the implementation of the relief measures for the construction sector under the Anti-epidemic Fund
- To coordinate within the Works Branch (in the preparation of Policy Address Supplement, Budget, etc.) and to prepare speeches for senior officials on construction-related issues

- To provide support to the Construction Workers Registration Board under the Construction Industry Council (CIC) including monitoring CIC’s enforcement under the provisions of the Construction Workers Registration Ordinance
- To assist Principal Assistant Secretary (Works) 1 in monitoring manpower situation in the local construction industry and formulating manpower resource policies and strategy including training of professionals, supervisors and workers and publicity and promotion programme to uplift the image of the construction industry
- To assist in formulating and implementing manpower resource policies including education, training and qualifications of staff in professional and technical grades in the Works Group of Departments
- To provide policy support to the use and development of the training facilities by the CIC, including training grounds and campuses
