  • To provide policy steer and high-level input on the establishment of drinking water safety regulatory regime including overseeing necessary studies relating to drinking water safety regime for Hong Kong
  • To monitor the performance of Water Supplies Department (WSD) in relation to water quality issues, review Hong Kong Drinking Water Standards, as well as support the operation of the Drinking Water Safety Advisory Committee
  • To oversee and provide steer on all aspects of work carried out by WSD in relation to implementation of the Action Plan for Enhancing Drinking Water Safety in Hong Kong
  • To assist in devising and implementing policies in regard to procurement, administration of contracts and consultancies, lift and escalator safety
  • To serve as board members of the Central Tender Board, the Engineering and Associated Consultants Selection Board and the Architectural and Associated Consultants Selection Board
  • To devise policies to promote local professional services including seizing construction-related job opportunities outside Hong Kong
  • To assist the Permanent Secretary for Development (Works) in directing, co-ordinating and determining the need for supporting services to the Works Group of Departments and assume housekeeping responsibilities in respect of the Electrical and Mechanical Services Department

  • To assist in formulating and implementing policies on procurement practices in relation to project planning, design, tendering, contract administration and site supervision
  • To assist in formulating and implementing policies on management of contractors and consultants including administration and performance monitoring
  • To assist in handling matters relating to negotiations of trade-in-services agreements of World Trade Organization Agreement of Government Procurement, free trade agreements, and other multilateral/bilateral trade negotiations in connection with the construction industry
  • To assist in formulating and implementing strategies to promote local professional services in the Mainland and overseas construction and engineering related markets
  • To assist in handling matters relating to the Mainland/Hong Kong Closer Economic Partnership Arrangement consultations/implementation including mutual recognition of professional qualifications
  • To assist in vetting submissions to the Central Tender Board, Engineering and Associated Consultants Selection Board and Architectural and Associated Consultants Selection Board
  • To provide support to the Secretary for Development and/or the Permanent Secretary for Development (Works) in handling technical matters in relation to issues discussed in the board/committee meetings of the West Kowloon Cultural District Authority
  • To assist in housekeeping the Electrical and Mechanical Services Department
  • To support the account finalisation of the post-quake reconstruction work in Sichuan under the Trust Fund in Support of Reconstruction in the Sichuan Earthquake Stricken Areas

  • Public Works Procurement - assist in reviewing the public works procurement policies and system, formulating and implementing policies in regard to management of contracts and consultancy services, RSS and related site supervision matters, implementation of NEC, e-procurement and international trade matters including WTO, EU, World Bank, etc
  • Contractor Management - assist in management of contractors according to the Contractor Management Handbook, including administration, performance monitoring and regulating actions as well as management of the Contractor Management Information System (CMIS) and the related revamping exercises
  • Consultant Management - assist in management of consultants, including monitoring and reviewing the policies related to entry requirements, selection, appointment and management of consultants under AACSB and EACSB, as well as management of the Consultants Performance Information System (CNPIS) and the related revamping exercise
  • Mainland Affairs - assist in handling matters related to the Mainland/Hong Kong Closer Economic Partnership Arrangement consultations/implementation (including key development areas), other Mainland co-operation agreements and trade agreements with overseas economies; and the promotion of local professional services in the Mainland and overseas construction and engineering related markets
  • Materials and Labour Indices - assist in reviewing and updating the 2003-based indices to suit the latest trend of construction materials and changes of labour trades according to the Construction Workers Registration Ordinance
  • Housekeeping Electrical and Mechanical Services Department (EMSD) - assist in housekeeping EMSD as well as formulating and implementing policy in regard to lift and escalator safety
  • Professional Services - support PAS(W)4 to serve on various committees (e.g. CIC and HKTDC), professional registration boards (e.g. Architects Registration Board, Surveyors Registration Board), regular communication meetings with architects and surveyors arranged by ArchSD and other public duties (e.g. PASS)
  • Technical Support - provide support in handling technical matters in relation to issues discussed in the board/committee meetings of the MTR Corporation Limited, the Ocean Park Corporation and the Hong Kong International Theme Parks Limited

  • To assist in reviewing the policy in relation to the Enhanced Water Quality Monitoring Programme and implementation of Water Safety Plan (WSP) for buildings
  • To assist in coordinating and implementing third party audit on the Drinking Water Quality Management System of Water Supplies Department and overseeing the engagement of external auditors
  • To assist in handling matters relating to implementing WSPs in government premises
  • To assist in overseeing policy matters on drinking water safety, preparing and vetting necessary policy submissions, and conducting consultation
