To administer the Legal Advisory Division (Works) including maintaining an overview of the work of the Division and providing guidance and training to counsel
To provide legal advice to the Works Branch, Works Group of Departments, Environmental Protection Department and other bureaux/departments on a wide range of matters involving complex issues relating to Government's construction works including procurement policies, taking regulating actions against contractors, preparation of various types of contracts, tendering processes, tender queries and interpretation of contracts, and to provide legal input in relation to problems encountered during the execution of contracts
To provide legal advice on validity of claims and legal assistance in the resolution of claims, direct negotiations, mediations, adjudications and arbitrations involving complex issues
To approve or make recommendations for settlement and payment of costs
To provide legal advice on and to vet draft drafting instructions and Executive Council memoranda for important legislation
To maintain an overview of briefed-out legal matters and to oversee the briefing out vote
To attend as a member of the Central Tender Board

To provide legal advice on claims arising from construction contracts from the Works Group of Departments, Environmental Protection Department and other bureaux/departments
To assist in the dispute resolution process including direct negotiations, mediations, adjudications, arbitrations and other forms of dispute resolution
To co-ordinate and supervise the work of briefed-out lawyers and consultants engaged to handle certain construction disputes and the related briefing out expenditure
To assist in the administering of the Legal Advisory Division (Works) including supervision and training of counsel
To carry out such other duties as may be assigned from time to time by the Legal Adviser (Works)

To draft and vet construction contracts and all legal documents relating to those contracts and review the various forms of Government General Conditions of Contract
To provide legal advice to the Works Branch, Works Group of Departments, Environmental Protection Department and other bureaux/departments on legal matters relating to construction, infrastructure and heritage projects
To provide legal advice to the Works Branch and Works Group of Departments on all legal matters that fall within the Works Branch's policy purview arising in the course of their administration
To provide legal advice on formulating policies and draft drafting instructions for legislation relating to the work of the Works Branch and the Works Group of Departments and on vetting of Executive Council memoranda
To assist in the administering of the Legal Advisory Division (Works) including supervision and training of counsel
To carry out such other duties as may be assigned from time to time by the Legal Adviser (Works)

Assistant Legal Adviser (Works)

To provide legal advice on the procurement process, contract negotiations and other construction law matters arising in the course of the implementation of Government's major infrastructure projects
To draft and vet tender documents, consultancy agreements, construction contracts and all other legal documents relating to Government's major infrastructure projects
To provide legal advice to the Works Branch and Works Group of Departments on the more complex legal issues encountered in the discharge of their duties, contractual issues and claims arising from consultancy agreements and construction contracts
To assist in the dispute resolution process relating to the more complex construction disputes, including direct negotiations, mediations, adjudications, arbitrations and other forms of dispute resolution and, where appropriate, co-ordinating and supervising the work of briefed-out lawyers and consultants engaged to handle certain construction disputes
To carry out such other duties as may be assigned from time to time by the Legal Adviser (Works)
