Biography

Ms Doris Ho has been appointed Permanent Secretary for Development (Planning and Lands) since 14 November 2022.

Ms Ho joined the Administrative Service in August 1991 and rose to her present rank of Administrative Officer Staff Grade A in April 2022.  She has served in various bureaux and departments, including the former City and New Territories Administration, the former Health and Welfare Branch, the former Civil Service Branch, the former Finance Branch, the former Constitutional Affairs Bureau, the Financial Services and the Treasury Bureau and Chief Secretary for Administration's Office.  She was the Head of Policy and Project Co-ordination Unit from April 2013 to June 2017, Deputy Secretary for Development (Planning and Lands) from July 2017 to January 2021, the Head of Policy Innovation and Co-ordination Office from January 2021 to June 2022 and the Head, Policy Address Team, Chief Secretary for Administration’s Office, from July 2022 to November 2022.
